ACCESS PLAN STUDY UNDERWAY FOR SH 82

An Access Plan is underway for SH 82. The SH 82 Access Plan is jointly sponsored by CDOT and the City of Glenwood Springs. Garfield County is participating in the development of the Plan.

Access Plans are long-range planning documents identifying access conditions to be implemented with future development. The SH 82 study area covers approximately 4.8 miles of SH 82 from I-70 to The Orrison Distribution access (north of old Highway 82).

The plan’s goal is to define safe and effective access to support the economic viability of Glenwood Springs, while preserving the functionality of the highway as a through roadway. An access, as related to roadways, is defined as a location where vehicles may enter and/or exit a roadway. Access may be public, such as a City street, or private, such as a driveway to a business or residence. Under the plan, every property owner has the right of reasonable access to the public street system.

An access plan defines existing and future access locations and alignments, with consideration for spacing, traffic movements, circulation, and alternative access opportunities. The plan does not specifically address traffic volume, how traffic flows on local streets, or specific funding sources for infrastructure.

Public input and comment is currently being collected to aid in developing the final plan.  The project team is scheduling individual meetings on July 10th and 11th with stakeholders in order to discuss specifics of the plan and how it might impact individual properties.  Anyone interested in scheduling a meeting can contact the project team for an appointment.

Stolfus and Associates is under contract to Glenwood Springs and CDOT for the development of the Access Plan. The SH 82 Access Plan project began in February 2012 and is expected to be completed by the end of 2012. Once the Plan has been completed, City and County officials, as well as CDOT, will be asked to formally adopt the plan through an Intergovernmental Agreement.
